Dozens of nonprofits, many with ties to city leaders, are awaiting an additional $ 4.6 million in federal COVID-19 aid that city council could allocate tonight, with only limited monitoring. The list includes several organizations whose leaders have donated money to city council election campaigns, in some cases for people they know.
